【摘要】:Establishmentofanin-serviceliningsmonitoringprogrampermitsplanningandprioritizationofliningmaintenanceworkasneededtomaintainliningintegrityandperformanceinnuclearCoatingServiceLevelIIIliningsystems.Foradditionalinformationonnuclearmaintenancecoatingwork,refertoManualonMaintenanceCoatingsforNuclearPowerPlants.7Aliningsmonitoringprogramenablesearlyidentificationanddetectionofpotentialproblemsinliningsystems.SomeCoatingServiceLevelIIIliningsystemsmaybeknowninadvancetobesuspect,deficient,ordegraded.Monitoringliningperformancewillassistindevelopingfollow-upprocedurestoresolveanysignificantdeficiencyrelativetoliningwork.Degradedliningsmaygeneratedebrisundernormaloperationandtestingorduringupsetconditionsthatcouldadverselyaffecttheperformanceofthesafety-relatedsystems.Inmostcases,theconsequenceofthedebrisgenerationisflowblockage,essentialheattransferreduction,orboth;ultimatelyleadingtodegradationofequipmentorsystemperformance.AliningsmonitoringprogrammayberequiredtofulfilllicensingcommitmentsforCoatingServiceLevelIIIliningwork.1.1ThisguidecoversproceduresforestablishingaprogramtomonitortheperformanceofCoatingServiceLevelIIIlining(andcoating)systemsinoperatingnuclearpowerplants.Monitoringisanongoingprocessofevaluatingtheconditionofthein-serviceliningsystems.1.2CoatingServiceLevelIIIliningsystemssubjecttothisguidearegenerallythoseappliedtometalsubstratescomprisingrawwaterorcondensate-qualitywaterwetted(thatis,fullorintermittentimmersion)surfacesinsystemsthatinclude:1.2.1Servicewaterpipingupstreamofsafety-relatedcomponents,1.2.2Servicewaterpumpinternals(drafttube,volutes,anddiffusers),1.2.3Servicewaterheatexchangersincludingthechannels,passpartitions,tubesheets,endbells,andcovers1.2.4Servicewaterstrainers,and1.2.5Reactorwaterstoragetanks(RWSTs)andrefuelcavitywaterstoragetanks.1.3Itistheintentofthisguidetoprovidearecommendedbasisforestablishingacoatingsmonitoringprogram,nottomandateasingularbasisforallprograms.Variationsorsimplificationsoftheprogramdescribedinthisguidemaybeappropriateforanygivenoperatingnuclearpowerplantdependingonitslicensingcommitments.SimilarguidelinesmaybeapplicableforcertainCoatingServiceLevelIIapplicationssuchasfluidimmersionsystems.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
