【摘要】:ThispartofIEC61400includes:·definitionandspecificationofthequantitiestobedeterminedforcharacterizingthepowerqualityofagridconnectedwindturbine;·measurementproceduresforquantifyingthecharacteristics;·proceduresforassessingcompliancewithpowerqualityrequirements,includingestimationofthepowerqualityexpectedfromthewindturbinetypewhendeployedataspecificsite,possiblyingroups.Themeasurementproceduresarevalidforsinglewindturbineswithathree-phasegridconnection,andaslongasthewindturbineisnotoperatedtoactivelycontrolthefrequencyorvoltageatanylocationinthenetwork.Themeasurementproceduresarevalidforanysizeofwindturbine,thoughthisstandardonlyrequireswindturbinetypesintendedforPCCatMVorHVtobetestedandcharacterizedasspecifiedinthisstandard.Themeasuredcharacteristicsarevalidforthespecificconfigurationoftheassessedwindturbineonly.Otherconfigurations,includingalteredcontrolparametersthatcausethewindturbinetobehavedifferentlywithrespecttopowerquality,requireseparateassessment.Themeasurementproceduresaredesignedtobeasnon-site-specificaspossible,sothatpowerqualitycharacteristicsmeasuredatforexampleatestsitecanbeconsideredvalidalsoatothersites.TheproceduresforassessingcompliancewithpowerqualityrequirementsarevalidforwindturbineswithPCCatMVorHVinpowersystemswithfixedfrequencywithin±1Hz,andsufficientactiveandreactivepowerregulationcapabilitiesandsufficientloadtoabsorbthewindpowerproduction.Inothercases,theprinciplesforassessingcompliancewithpowerqualityrequirementsmaystillbeusedasaguide.NOTE1Thisstandardusesthefollowingtermsforsystemvoltage:-lowvoltage(LV)referstoUn≤1kV;-mediumvoltage(MV)refersto1kV35kV.NOTE2Theissueofinterharmonicsisnotaddressedinthisstandard,thoughitisunderconsiderationawaitingpropermeasurementandassessmentprocedurestobeestablishedbytheappropriateIECcommittee.
